Ian Hudghton (Greens/EFA) - I voted in favour of this report, which rightly highlights the need to 'respect the principles of subsidiarity and Member State sovereignty'. It is just a pity that not all Member States are prepared to recognise where sovereignty lies. In 1953 the Lord President of Scotland's highest civil court confirmed that, unlike in other parts of the UK, in Scottish constitutional law sovereignty lies with the people. How unfortunate therefore it is that all the unionist parties blocked attempts by the Scottish government to promote this principle by way of a referendum on Scottish independence.
